Bylaws Amendments To Be Voted On At Convention



Kentucky PTA Proposed Bylaws Amendments            

Will be voted on during Convention: July 10-11, 2015


Proposed Amendment #1- Article VII:  Officers-Election and Vacancies

Original:
#Section 1.  The elective officers of the Kentucky PTA shall be a president, a president-elect, three (3) vice presidents, a recording secretary and a treasurer.

Proposed amendment:
#Section 1.  The elective officers of the Kentucky PTA shall be a president, a president-elect, five (5) vice presidents, a recording secretary and a treasurer.*

*If this amendment passes, the two additional vice presidents will be elected prior to the conclusion of the 2015 Kentucky PTA Convention.

Rationale: This will allow Kentucky PTA to grow and further emphasize membership and communications within our association.


Proposed Amendment #2-Article X:  Board of Directors

Original:
Section 10.  At all meetings of the board, fifteen (15) members of the board of directors shall constitute a quorum for the transaction of business.

Proposed amendment:
Section 10.  At all meetings of the board, one half of the members of the board of directors plus one shall constitute a quorum for the transaction of business.

Rationale: This will allow Kentucky PTA to operate more effectively by having a moving minimum quorum based on the number of board members.


Proposed Amendment #3-Article XI: Committees

Original:
Section 4. b. Select one (1) nominee for each elected commissioner to be elected by the board of directors at the Post-Convention board meeting and as stipulated in Article XVI, Section 5.

Proposed amendment:
Remove Section 4b from the Kentucky PTA bylaws.

Rationale: The Kentucky PTA Standing Rules have been amended and approved to reflect that all commissioners will now be appointed by the Kentucky PTA President.  This will eliminate the need for the Nominating Committee to nominate any commissioners for election.

National PTA Representative to Attend Convention

We are proud to announce that Shannon Sevier will be attending the Kentucky PTA Convention this year as a representative of National PTA. Be sure to attend her workshop on advocacy on Saturday, July 11 at 11:00 AM.



Shannon Sevier is the vice president for advocacy for National PTA, where she leads advocacy efforts for National PTA positions at federal, state and local levels. She also assists National PTA staff in promoting increased participation in advocacy opportunities among PTA members.

Shannon has been an active community volunteer for more than 20 years and a PTA member for 14 years to include serving on the national board of directors, as the European PTA president, as well as the vice president for legislation. She earned her master of arts degree in teaching from the College of Charleston and a juris doctorate from St. Mary’s University School of Law.

Associations Shannon has served throughout her volunteer career include Army Community Service, the Child Support Division of the Office of the Texas Attorney General, St. Mary’s Women’s Law Association, Phi Alpha Delta, Kappa Kappa Gamma, the San Antonio Livestock Show and Rodeo ”Go Rodeo” Committee and the Texas Valero Open.

Kentucky PTA Elections Information




The elected officers of the Kentucky PTA are a president, a president-elect, vice presidents, a recording secretary and a treasurer.  The vice presidents include:
·         Vice President of Organizational Services
·         Vice President of Leadership/Outreach
·         Vice President of Programs
·         Vice President of Communications*
·         Vice President of Membership*

*These positions will be voted on pending the approval of the bylaws amendment to add two additional vice presidents to the executive committee of the Kentucky PTA.

The officers will be elected at the annual Kentucky PTA Convention.  This will be held July 10-11, 2015 at the Saber & Quill at Fort Knox.

The term of office for each officer shall be two (2) years or until the election and qualification of his/her successor.

The vote shall be by ballot under the supervision of the committee on election.  If there is only one (1) nominee for an office, with the approval of the assembly, the election may be by acclamation for that office.  A majority vote shall be required for election.

The following provisions shall govern the qualifications and eligibility of persons to be officers of the Kentucky PTA:                                                       
·         Only a member of a local PTA/PTSA of the Kentucky PTA shall be eligible to hold office in the Kentucky PTA or any of its divisions.
  • Only those who are currently serving and have served at least one (1) year as a member of the board of directors shall be eligible for the office of president-elect.
  • The president and president-elect shall serve no more than one (1) full term in the same office.
  • A person who has served in an office for one-half (1/2) or more of a term shall be deemed to have served a full term in such office.
  • From the close of Kentucky PTA Convention through the close of the next Kentucky PTA Convention shall constitute a one-half (1/2) term of office.
  • Only those persons who meet the foregoing qualifications and only those who have consented to serve if elected shall be nominated by either the nominating committee or from the floor.
  • Nominees from the floor must have given thirty (30) days’ notification before the beginning of the annual convention conference of their intent to run.
·         Notification must be given in writing to the Kentucky PTA President, the nominating committee chairman, and convention chairman.
